What USCIS is actually evaluating

USCIS current guidance 对 NIW filing mechanics 讲得很具体：

NIW self-petition 走 Form I-140
NIW packet 要带 completed Form ETA-9089, Appendix A
还要带 signed Form ETA-9089, Final Determination
Form I-140 Part 6 至少要把 job title、SOC code、nontechnical description of the job 写清，以便 USCIS 验证 proposed endeavor

同时，USCIS 也建议把证据按 eligibility issue 分组，让 adjudicators 更容易定位。

What users often get wrong

只顾 argument，不顾 filing item completeness。
先堆 exhibits，再想 order。
没把 evidence 按 issues 分组，导致 officer 读起来像杂物箱。

What good evidence / framing looks like

一个更稳的 NIW packet 通常会做到：

filing items 在前，且签名/版本/required attachments 一次检查清楚
argument layer 让 officer 先看见 case 骨架
supporting evidence 按 EB-2 gate -> prong 1 -> prong 2 -> prong 3 或相近 issue order 分组
每组前有清楚 coversheet 或 exhibit navigation

这样 officer 读到的是一个 organized record，不是一堆“也许有用的 PDF”。

Common pitfalls

packet 最前面没有一个清楚的 index / grouping logic。
ETA-9089 materials 放进去了，但签名或对应关系没核清。
Form I-140 Part 6 信息过于空泛，无法帮助验证 endeavor。
证据顺序按文件来源排，不按 adjudication issue 排。

After reading do this

回到 /app/case，导出一份按 EB-2 gate / prong 1 / prong 2 / prong 3 分组的 evidence list。
回到 /app/case/petition，检查 exhibit references 是否与实际 packet grouping 一致。
产出一份 packet checklist，把 filing items 和 exhibit order 分开核对。
